Why are some real estate agents so unethical?

I have noticed in several deals (usually short sales or REOs) where the listing agent will purposely ignore another agent and their potential buyers from a different firm in order to keep both sides of the commission with their firm. Some even go so far as to discourage other offers so that their own clients can get the property. Are their any agents out there that will own up to this sort of behavior? Is there anything a buyer can do other than always use the listing agent for any sale? Has anyone ever heard of a sting operation being done to expose this behavior?
